Human resources are increasingly acknowledged as a key driver of economic growth and welfare in the knowledge-based economy. The production of goods and services has become more knowledge-intensive than ever. This calls for an increased focus on human resources.
This report benchmarks human resources across the OECD. The purpose of the benchmark study is to determine whether Denmark can improve its human resources by drawing on inspiration from other countries.
The unique benchmark-method applied throughout the report has been developed by FORA and the OECD. The method uses a different approach compared to other benchmarking methods. The FORA/OECD approach not only shows how countries perform in a specific area, it also tests the link between framework conditions and performance in the area of human resources.
Based on available data the analysis shows that the United States, Sweden and Finland make up the top 3 in terms of human resources. The three countries significantly outperform all other countries. At the same time the United States, Sweden and Finland have excellent framework conditions. Denmark’s performance in terms of human resources and the quality of framework conditions is solid. However, it will take an additional effort to bring Denmark in line with the top-performing countries.
